NASA GRC Internal Memo: HR Briefing: Reduction in Force (RIF) Employee Briefing

Reader note: “Excerpt from the GRC Director’s Leadership Team (DLT) Meeting Notes for 9/20/2005

Center Associate Director (Mr. Robert Fails): – Mr. Fails thanked the DLT for supplying their summary of planned contractor losses for the remainder of this fiscal year. Based on inputs received thus far, GRC anticipates losing 340 contractors by the end of FY05. He also is in the process of reviewing the Center’s unfunded mandate list.”

Reader note: “GRC is planning to cut 100+ of their current 170 contractor workforce on their current MRDOC contract. This contract is responsible for the development of physical science, life support, and fire safety payloads. The contractor has been responsible for the majority of GRC successful spaceflight missions and payloads. The severe reduction raises significant questions whether GRC can meet their remaining commitments to deliver the Fluids and Combustion Facility for the ISS. Additionally, the skills necessary to execute a significant role for GRC in the CEV or CLV will be reduced or eliminated with these reductions.

The GRC contractor, ZIN Technologies, was awarded the NASA George M Low Award – Finalist in 2003 & 2004 and was NASA’s Minority Contractor of the Year in 2003 for their work for GRC in developing spaceflight systems. ZIN’s workforce has already been reduced from 300 in Feb. 2005 to 145 currently. The 100+ reductions will be in addition.”
