The obvious answer is when it has been demonstrated that it can be done safely. The same answer that you would get from a NASA program. The latest examples are the Challenger and Columbia stand downs and redesigns.

Keith, when can we expect the 1st commercial human spaceflight? I've asked that question before and, still, no answer.
