I work with several people from China, both PRC and Taiwan. I think De Kai’s position is quite similar to theirs. To call them ideological Communists is laughable. Many of their friends own businesses. They see no more difference between the Communist Party and the KMT than we see between Democrats and Republicans. They are perplexed by the US position of rejecting cooperation with China in space when we are after all, working with Russia, which also has a ‘military-run” space program.

China’s goal in space is not world domination, it is to be accepted and respected as “one of the club” of world leaders.  Inviting them to join ISS would serve our purposes by reducing the potential for superpower confrontation. However China is not going to beg for cooperation. Nor will they race us to the moon, which would probably nor serve our purposes and certainly not theirs. They will go their own way and invite other nations to join them, and if current economic trends continue they may soon have more money to spend on it than we do.

As a Chinese friend said, “If you want to race to the moon, go ahead. We will not race with you. You will be racing by yourself.”
