NASA Sources Sought: Commercial Crew Transporation System Certification Contract Phase 2
“The CTS certification contract (s) – Phase 2 is part of the Commercial Crew Program’s phased acquisition intended to facilitate the development of a U.S. commercial crew space transportation capability with the goal of achieving safe, reliable and cost effective access to and from low earth orbit including the International Space Station (ISS). This acquisition strategy utilizes competitive down-selection procedures that will enable the eventual purchase by NASA of commercial services to meet its ISS crew transportation needs, once the capability is certified by NASA.”

    This is the one that imposes a cost plus contract to ‘get NASA back on track’, right?

      Question: does this also impose the customary extreme NASA oversight and control requirements on successful bidders?
      It will be interesting to see the response from SpaceX.

        Maybe I should rephrase ‘get NASA back on track’ to ‘get our hands back into that pie’!

        One of my favorite Robert A. Heinlein saying is:

        “An elephant is a mouse built to government specifications”

        SpaceX is showing the government that they can just buy a mouse ‘off the shelf’ if they’d just shop in the right place.

        So, good question. How will SpaceX react? If it somehow fulfills Elon Musk’s goal of making us multi-planetary he’ll bend to the point of losing control of SpaceX and no further. I think it’s the government’s position that needs changing if America has any hope of being a world leader in space.

        I may be over-thinking things, but as far as I can tell, Elon Musk’s grand design would not only make America a leader in space but absolutely untouchable. The whole world would benefit but America would have a damn good head start. Who wouldn’t want that? Seems Rep. Wolf doesn’t. Shame.

    Potential Subcontractors should use the attached template named “CTS PH2
    attachment – Subcontractor’s template” to identify the applicable areas
    of work that the company may be able to perform based on company
    specific capabilities relevant to the Phase 2 requirements.

    What does this mean by subcontractors?
     – the ECLSS supplier?
     – supplier of electric shavers?
     – bottled oxygen gas supplier?
     – chef to cook the in-flight meals?
