MOA Between NASA JSC and Penn State for Collaboration on the Development and improvement of Reaction Control Engines
“NASA JSC and Penn State wish to collaborate on the further development of a JSC inhouse designed liquid oxygen (L02)lliquid methane (LCH4) reaction control engine (RCE) to characterize its performance over an expanded range of operating conditions… Penn State is seeking an RCE for their Lunar Lion vehicle as part of its participation in the Google Lunar X-Prize.”

    If they were going to take on a collaborator, why did they cut off support for Armadillo, which originally developed the pixel, had the most experience, and actually launched a reusable amateur rocket into space? Not to be negative on Penn State, but a major university is going to have overhead of at least 100%. What was Armadillo’s overhead?

      There is a big difference.
      Armadillo was helping NASA.
      Where as NASA is helping Penn State.

      Related question. Is Project Morpheus still going to around in 2 years time?
