Good info. Note that aeronautics, space technology, and commercial crew (the programs that might increase productivity and reduce cost) are only a tiny fraction. Some useful R&D sneaks in under Cross Agency Support as well but its tough to find. Also note the NASA science budget ($5B) is almost as big as the whole NSF budget ($7B). Also, where is the Commercial Resupply program? Is it now paid for by Space Operations?
Yes. That is why cuts in NASA Science put the whole science community in the US in peril. Good question – COTS is I guess is under space operations and not Commercial Crew program. Maybe someone else can clarify that. I’ll try to find it. Education is 1/2 of 1% of NASA’s budget which is 1/2 of 1% of the Federal budget; that is a tough spot.
Also, why did Space Operations increase by 3.4% over 2014 levels? The whole idea or hope has been to reduce the cost of ISS operations.

Yes. The legend explains it. The second percentage shown for a segment is the change of funding level over 2014. I did forget to state that numbers are in $Millions but most everyone gets that.
