NASA Release Final Commercial Orbital Transportation Services Report
“The report documents the work of NASA’s Commercial Crew & Cargo Program Office (C3PO) between 2005 and 2013 to partner with private industry to take over more routine operations in low-Earth orbit. This move toward more cooperative engagement with industry partners allowed NASA to focus more on scientific research, technology development and exploration goals.”

    This is essential reading for Congress, the WH and NASA.
    It clearly demonstrates why COTS succeeded and why CC should be left running with SAAs.
    It also shows clearly why proponents of jobs programs such as SLS and MPCV Orion don’t want anything to do with SAAs.

    When the French accuse SpaceX of dumping launch vehicles quote them Chapter 4 page 39 of the final COTS report.

    “… At most, 14 NASA civil servants were employed in C3PO, …”

    Any French journalist investigating will find considerably more French civil servants working on the French rockets. If only 14 are needed, what are the rest doing? The cost of a rocket is mostly the materials (small) and people costs (very big). Be particularly suspicious of relatives of Government minsters such as cousins and nephews. Also a group of pretty women with well kept fingers may be a harem paid for by the tax payer.
