      According to regulation 000014672/2009-00852 passed by the Ministry of Environmental Protection of the People’s Republic of China the acquiring, manufacturing, and appliance of CCl4 is banned except in manner not harmful to the ozone layer which is determined by the government on a case by case basis.

      Of course there are people that ignores all regulations, but 30% is a bit too high to pin it all on China.

    Did the exception for China and India get revoked? It was granted on the grounds that there were poor and had little industry.

    In other posts I talk about China and their total disregard for any interest but their own when it comes to space. Now we see, again, how it goes on Earth.

    A complex problem. Production of CCl4 is increasing in China and India but the US and Europe are the primary markets. One of the main uses for CCl4 is in the production of HCFCs in the US and Europe, so there’s not much prospect for phasing it out in the foreseeable future. IHS Chemical has an informative report.

    Perhaps space-based sensing can pin down the sources of release. Since all countries restrict actual releases, knowing where it is coming from could provide the impetus to correct the problem.

    Find it! I just read that they are finding DDT residue on tea grown in India so they are still using pesticides that are completely banned. These problems require people from various backgrounds to keep watchful eyes.

    Carbon tetrachloride production and consumption have not been phased out as predicted by the elimination of the production and consumption of
    the ozone-depleting chlorofluorocarbons CFC-11 and -12. Rather,
    consumption of carbon tetrachloride has increased with the production of HFC-245fa, HFC-365mfc and HFO-1234yf. Motor vehicle manufacturers and suppliers in Europe, Japan and the United States have endorsed HFO-1234yf as the refrigerant-of-choice to replace HFC-134a in mobile air conditioning (MAC) units.
