    I am not totally surprised by this. Just look at the demographics of PhD students in today’s engineering departments: it is usually 70% Chinese and Indians, 20% citizens from other countries, and 10% Americans. On the other hand, NASA can only hire US citizen effectively shutting out some of the best young people. That’s why NASA no longer represent the best of the US science and engineering.
