    I don’t understand where the “declining NASA budget” bit comes from.

    President Obama’s budget request is certainly down. But when has that ever passed? For almost anything in government, let alone NASA? We’ve lived this theater for 7 years now.

    Also aren’t we about two months out from the 2016 budgeting seeing a $1.3 billion boost over 2015? Chances are, 2017 budget will look like that number, and not like this request, which is being ignored by Congress

    See image below. 2016 Administration request: $18.5 billion. 2017 Enacted: ~$19.3 billion.

    Proposals don’t matter. Enacted budgets do.

    At least they didn’t try to stiff Planetary Science in this proposal, like they usually do. They didn’t put much money into the Europa mission, but Culberson will add it in later when Congress comes up with a budget.
