    as a non-american (and idealist) I’m sad to read this.

    (as a realist) understandable given much of the rhetoric going about these days.

    how does this encourage partnerships and collaboration in space ?

      It does not, but I would not be too worried. This is more of the grand space plans every U.S. president since Kennedy has had. No president is ever serious about the plans and nobody ever follows through.
      There is hope that Elon Musk and Space X will succeed on manned space flight where our government has not.

      Yeah I would have used “leadership” instead of “dominance”. At least “leadership” is a larger word in the word cloud.
