Hale has something here, but probably a small part of the story. Lack of transparency means information is not getting out. Th real and more serious question to me is why NASA cannot seem to get the job done on time and on a budget?
Multi-faceted problem. Inexperienced/unqualified leadership. Contractors working to cost-plus contracts. Congress. Lots of sides to this one.
