GAO Report: NASA: Assessments of Major Projects
“Although NASA’s overall performance has improved, for 8 out of the last 9 years at least one major project has experienced significant cost or schedule growth. Such growth often occurs as projects prepare to begin system assembly, integration, and test; nine projects will be in that phase of development in 2016, including the Orion Multi-Purpose Crew Vehicle and Space Launch System, which are human spaceflight programs that have significant development risks.”
Should probably be tempered with a description of the projects and the unique efforts involved.
The GAO report stated The cost and schedule performance of the National Aeronautics and Space Administration NASA portfolio of major projects has improved over the past 5 years, and most current projects are adhering to their committed cost and schedule baselines. Sound to me Charles Bolden did great job managing NASA programs and clean-up the mess Mike Griffin left him. He worked very hard to reform the whole NASA programs and sent it in the right direction, also good steward of taxpayer money.
yeah, he did a great job, by eliminating projects, he managed to eliminate any of the associated delays caused by incompetent contractors
