   Might this represent a deal struck by congressmen whose districts build the SLS and the Commercial Spaceflight Federation? If the CSF supports the SLS then their chairman is given a leading spot in NASA. Commercial for LEO but not beyond. SLS for beyond LEO but not to LEO.
