Those Scrooge-ish members of Congress who do not see the value of manned space flight obviously never watch any of these ISS time lapse vids. They melt cold hearts.
The jets are from a Progress, and appear to be coming from the Refueling Module (replaces the Soyuz Descent Module). I would guess that they are venting of one of the fluids (fuel, oxidizer, water, oxygen, nitrogen) that are carried in this module, but am not certain.

Fantastic video. I like the special comet moment also. I see jets from a Soyuz at 1:33.
