It seems to me that direction and coordination of science activities aboard ISS, designated a National Science Laboratory, have been scattershot at best, possibly non-existent. I do not understand this, I do not understand why there is a problem. We will hopefully soon have a lunar National Science Laboratory, and we will need the best minds to direct the research for this. What is the issue?
