Minutes of Senior Staff and Center Director’s Meeting September 9, 1996
The following documents the discussions addressed at the Senior Staff and Center Director’s Meeting on September 9, 1996. Mr. Goldin was not in attendance. Action assignments have been placed in brackets [ ] for easy identification.
1. AA Reports
B/Holz: Code B is wrapping up the budget package which will be delivered to OMB today.
Y/Maynard: A good first image has been received from the ADEOS radiometer.
R/Reeves: Dr. Whitehead is with Mr. Goldin at LeRC firming up the MOU between the State of Ohio and the City of Cleveland. He will be attending the aircraft seminar and discussing the long-term environmental and global impacts from the high-speed transport. LeRC’s Mobile Aeronautics Education Lab will be at Jefferson Middle School on September 9-11, and it will be in front of the NASA HQ lobby on September 16. There will be a joint FAA/NASA meeting on September 10.
W/Gross: LaRC concurs with the OIG recommendation and negotiates an agreement with UNISYS to credit LaRC $50,900 in costs during the contract closeout. UNISYS had padded that amount in salary to an employee working in private business. In 1994, the employee had been indicted in Virginia. The employee had accessed and misused LaRC’s telecommuni- cations computer system in furtherance of an outside business. In September 1995, the OIG had recommended that LaRC remove an accomplice from the Center. In November 1995, the OIG recommended that LaRC recover from UNISYS the costs paid for the employee’s salary, when in fact he was working on private business.
M/Trafton: Codes M & U representatives will be traveling to Atlanta to meet with the NASA Advisory Council Committee on Space Flight Utilization for Space Station. There will be a meeting in Huntsville on September 11 and 12 of the Advisory Committee for the International Space Station.
P/Boeder: Shannon Lucid broke the record for a female in space, and Mr. Goldin called her from Marshall Space Flight Center. The GOES 9 has been providing good hurricane coverage. The National Transportation Safety Board will be at Wallops today to investigate the report of the American Airlines pilot regarding a recent Black Brant launch.
L/Heninger: The Senate passed the VA-HUD-Independent Agencies bill, keeping the Bion project. There will be two House hearings–one on downsizing and one on Mars life on Wednesday, September 11.
S/Huntress: Galileo’s second pass of Ganymede went well. JPL should be congratulated for their efforts.
I/Schumacher: The international partners are in for negotiations on the preliminary drafts of the intergovernmental agreements. Mr. Goldin is going to Canada to speak to a large aerospace conference on Monday, September 16.
Q/Gregory: On Thursday, September 12, at 1p.m., there will be a briefing on ISO 9000. Grady McCright from the White Sands Test Facility will present.
K/Thomas: His office will be participating in Virginia Day with LaRC on September 10. There will be socioeconomic training at GSFC in conjunction with the Congressional Black Caucus this week. Mr. Goldin will participate in the Minority Business Award Ceremony on September 24.
U/Ferguson: JSC is hosting an Advanced Technology Workshop, September 25 to 27.
F/Armstrong: LeRC’s Mobile Aeronautics Education Lab is very impressive.
2. AD/ Dailey
The HQ Honor Award ceremony will be held on September 25, 1996, at 1:30 p.m. in the HQ Auditorium.
In the Headquarters softball tournament, the A/Z Team defeated Code Y 11-10.
Code W continued its winning streak by defeating Codes K/L. Code I prevailed over Code P 4-3. The contractor team defeated Code F 19-2. The games are held at the Jefferson Field at 7th and G Street, SW, at 5:30 p.m.
3. Center Director Reports
ARC/Dean: ARC will host the Astrobiology Workshop that is expected to have at least 350 participants on the first day. Dr. Nicogossian is at ARC.
DRFC/Szalai: DRFC held an open house to celebrate their 50th Anniversary with 2500 to 3000 people attending.
GSFC/Rothenberg: GSFC will hold a Community Day this weekend.
JPL/Stone: This week, NSCAT on ADEOS will be powered up.
JSC/Abbey: They are preparing for STS-79.
KSC/Honeycutt: Atlantis is back on the pad. Hurricane Hortense is still out at sea, and they are monitoring the forecast.
LeRC/Yuska: At the Cleveland National Air Show, there were 120,000 spectators; 25,000 attended the MSFC International Space Station exhibit, and 11,000 viewed the DC-9 Reduced Gravity Aircraft. On August 29, a NASA/industry High-Speed Research Team agreed to proceed with a mixer-ejector nozzle design which promises to meet stringent airport noise regulations. The 3M company recently added a silica tow fiber to its commercial product line. It can retain its original shape and dimensions.
MSFC/Littles: Mr. Goldin visited the Center on Friday and Saturday, September 6 and 7. Last week, testing of the aluminum lithium hydrogen tank was completed for the super lightweight external tank.
SSC/Craig: Mr. Estess is in Jackson, discussing economic development with the Governor. Thanks to Al Diaz and representatives from Mission to Planet Earth who visited the Center last week. Mr. Estess visited the Phillips Laboratory last week. Thanks go to Benita Cooper on the multiagency environmental conference.
