Everyone else is currently at Stage 3.

    1. Which is why it is important that we are a Republic not a centralized democracy. Every governor has the authority to keep things shut down in their state as well as local leaders and you should note that is exactly how it’s being done now. Yes, the President like most Americans would like this to be over, but he is just expressing wishful thinking, as the states have the actual power to determine when it ends. Remember that under our system of government the authority of the President is much more limited than in other nations.
