Take the National Academies’ Space Studies Board Survey on NASA’s strategic Direction
“In the FY2012 appropriations bill that funds NASA, Congress requested an independent study of NASA’s strategic direction. The study is being conducted by a committee of the National Research Council. The Strategic Directions Committee is listening to a wide variety of experts in aeronautics and space science and technology, space policy and programs, and communications strategy, and it wants to hear from other stakeholders, including the public, as well.”

Congress ties NASA’s hands and ties up it’s resources as much as possible by forcing a useless SLS on them, now they want to involve as many outsiders as possible to ramble on about what they all think NASA should be doing, and they call it a study after all the times different Congress people have derided the value of more studies.  Clearly Congress’ goal is to make NASA as ineffective as possible so they can find reasons to shut NASA down and eliminate their budget altogether and give the money to DOD.  I can find no other possible reason for this continued Congressional BS.
